The Bite:
OpenAI released GPT-5.6 Sol, Terra, and Luna on June 26 in a limited preview for roughly 20 partners individually approved by the US government.
Sol is the flagship.
Terra matches GPT-5.5 at half the cost.
Luna is the budget tier.
It is the first time an American AI company has launched a frontier model under a government managed access list.
The preview follows a direct request from the Trump administration to stagger the release under the June 2 AI executive order's voluntary pre-release review framework.
OpenAI said publicly that this kind of gated access should not become the long-term default.
Broad availability for ChatGPT, Codex, and the API is planned in the coming weeks, with no specific date set.

Why it Bites:
The release mechanism is the story.
Three weeks ago, Washington forced Anthropic to shut down Fable 5 and Mythos 5 overnight. No hearing, no appeal, no timeline. Anthropic complied and called it disproportionate.
OpenAI watched that happen and drew the opposite conclusion:
Volunteer before you're voluntold.
So GPT-5.6 Sol launched with a guest list. Twenty organizations, each name cleared by the White House. Not a beta.
A government managed access list for a commercial product.
OpenAI framed this as a short-term compromise to avoid a worse outcome.
The blog post said the quiet part loud: this process keeps the best tools from users, developers, enterprises, and cyber defenders who need them. But the framing doesn't change the structural result.
The executive order says "voluntary." The Fable 5 precedent says "or else."
The power shift is subtle but real.
Two months ago, frontier labs decided who got access to their models.
Now Washington does.
Not through legislation or regulation. Through a single executive order and one very public enforcement action that made every lab recalculate the cost of going first without permission.
OpenAI is betting that cooperation buys them a faster path to broad release.
