Chinese AI lab Zhipu AI released GLM-5.2 on June 13, one day after the US Commerce Department ordered Anthropic to disable Fable 5 and Mythos 5 worldwide.

The model is a 744 billion parameter, Mixture of Experts architecture, with a one million token context window.

Zhipu is releasing GLM-5.2 under the MIT license with no regional usage restrictions.

Pricing through Zhipu's GLM Coding Plan is roughly one tenth the cost of Anthropic's Claude Code and Claude Max tiers.

Zhipu's Hong Kong listed stock surged 48% intraday on the announcement, closing up 32.8%.

Why it Bites:

The export control logic assumes frontier AI has no substitutes.
That assumption broke in 48 hours.

But Zhipu didn't release GLM-5.2 into a vacuum.

It released it into a market where everyone who relied on US-based companies was suddenly threatened to be locked out and looking for alternatives.

And the MIT license means the weights can be downloaded, redistributed, and deployed anywhere. No API key to revoke. No directive to comply with.

The total opposite of the western companies.

A year ago, the capability gap between US and Chinese frontier models was wide enough that export controls carried real strategic weight. Today, GLM-5.2 matches Opus 4.8 on several benchmarks at a tenth the cost.

The moat isn't gone, but it's ankle deep.

The real damage isn't the model, though. It's the migration.
Creators who switch this week probably won't switch back when Fable 5 returns.
They'll have built pipelines, written evals, shipped products.

The Commerce Department didn't hand Zhipu a news cycle.
