The Bite:
OpenAI released GPT-5.4-Cyber, a restricted variant of its flagship model fine-tuned for defensive cybersecurity work.
The model has lower refusal rates for dual-use security queries that standard GPT-5.4 would often decline.
Access runs through OpenAI's expanded Trusted Access for Cyber (TAC) program: individuals verify identity at chatgpt.com/cyber, enterprises go through an OpenAI rep.
The rollout starts with vetted security vendors and researchers, scaling gradually.
Codex Security, its companion agent for finding and fixing code vulnerabilities, has patched over 3,000 critical issues since launch.

Why it Bites:
OpenAI's pitch is democratic: no one should pick winners and losers in cybersecurity.
Every defender deserves the best tools. Very noble.
Also very convenient when you're a company preparing for what could be the largest tech IPO in history and needs public trust once again.
The move is a direct response to Anthropic's Glasswing, which went in the opposite direction: 40 organizations, invite-only, maximum control.
Two companies, same problem, opposite bets.
Anthropic says: we're so responsible we won't even release this.
OpenAI says: we're so responsible we'll give it only to those who show us a badge.
Both framings are designed for the same audience:
institutional investors,
government partners,
and regulators who need to believe these companies can be trusted before the IPO roadshows kick off.
The part worth watching is what OpenAI quietly buried:
GPT-5.4-Cyber is not available to US government customers.
For a model framed as a tool to protect critical infrastructure, that's a strange carve-out.
It may reflect legal caution, it may reflect ongoing tension with federal contracts, or it may just be a detail that gets quietly reversed in six months.
Either way, it doesn't fit the "democratize defense" narrative as cleanly as the press release suggests.
The identity verification model is also doing a lot of heavy lifting here.
The whole architecture assumes that knowing who someone is tells you something meaningful about what they'll do.
That's a reasonable bet.
Also the kind of bet that gets stress-tested when a verified defender does something they shouldn't.
