The Bite:

The US Department of Commerce lifted export controls on Claude Fable 5 and Mythos 5 on June 30.

Anthropic restored global Fable 5 access on July 1 across Claude.ai, the Claude Platform, Claude Code, and Claude Cowork.

The models had been offline since June 12, when a government directive required Anthropic to block all foreign nationals from accessing them over a reported jailbreak (a sequence of prompts that tricks the model into bypassing its built-in safety rules).

Fable 5 now ships with a new safety classifier that blocks the reported jailbreak technique in over 99% of cases, routing flagged requests to Opus 4.8.

Anthropic also committed to giving the US government earlier access to test future frontier models before public release.

Why it Bites:

Three weeks ago, Anthropic shipped its most powerful public model and Washington said no.

Now the model is back and nobody's pretending it returned on the same terms.

The Fable 5 that came back has a chaperone.

A new safety classifier. A HackerOne bounty program. An industry-wide jailbreak severity framework co-authored with Amazon, Microsoft, and Google. And the big concession: a commitment to give the government earlier access to future frontier models before they ship.

None of that existed on June 9.

Anthropic didn't volunteer these conditions out of philosophical clarity.
They're the price of getting your flagship back online.

OpenAI is paying the same toll. GPT-5.6 launched to roughly 20 government-approved partners, not the public, and Altman publicly said the arrangement "shouldn't become the long-term default."

Too late.

The June 2 executive order asked labs to voluntarily submit frontier models for a 30-day government review. The word "voluntarily" is doing heroic work in that sentence.

Both labs have now complied, unprompted, because the alternative is an export control directive at 5 PM on a Friday.

Frontier model launches are no longer product events.
They're diplomatic negotiations.

The classified benchmarking regime defining what counts as a "covered frontier model" is due by August 1.

That's the date that decides whether June was an anomaly or the new permanent architecture of how AI ships in America.
