The Bite:
OpenAI published a 13-page policy paper titled:
"Industrial Policy for the Intelligence Age: Ideas to Keep People First."
The document proposes sweeping economic reforms including public wealth funds seeded by AI companies, shifting the tax base from labor income to capital and corporate profits, a potential robot tax on automated labor, and subsidized four-day workweeks without pay cuts.
The $852 billion company compared the scale of reform needed to the Progressive Era and FDR's New Deal.
The paper landed the same week JPMorgan CEO Jamie Dimon told shareholders AI will hit "virtually every function" at the bank.

Why it Bites:
The company building the tech that might break the economy just published instructions on how to fix the economy it's breaking.
That's either admirably self-aware or the most sophisticated PR document of the decade.
But the real story isn't the proposals themselves. It’s who's saying it.
OpenAI crossed $25 billion in annualized revenue.
It just converted from a nonprofit to a for-profit.
It has fiduciary duties to shareholders now. And yet here it is, proposing that governments tax the very capital gains its investors are counting on.
The cynical read writes itself: propose reforms bold enough that no Congress will pass them, look responsible, keep building.
A Carnegie Endowment scholar called it a cover for "regulatory nihilism."
The paper dropped the same day The New Yorker published a deep dive that questioned Altman's safety commitments.
Timing is a language.
But the less comfortable read is that OpenAI might be right about the math.
If AI hollows out payroll taxes, which is the revenue that funds Social Security, Medicaid, SNAP, then the fiscal crisis isn't theoretical.
Someone has to say it, and it might as well be the company with the clearest line of sight to the disruption.
OpenAI is betting it can build the future and also design the safety net.
History suggests those are different jobs.
